How to sell to Indiana government

Indiana's Department of Administration posts state solicitations over $75,000 on its Current Business Opportunities page, and you need an IDOA bidder profile to respond through the Supplier Portal. In 2026 the governor suspended the state's MBE and WBE program.

Where Indiana posts bids

State agencies post on IDOA Current Business Opportunities.[1] INDOT posts its own goods and services bids on the INDOT Bid Viewer and runs separate construction lettings.

Changed recently: Executive Order 26-17 suspended the state's supplier diversity (MBE/WBE) program and created an Indiana Small Business Program, after Attorney General Official Opinion 2026-3 (July 14, 2026) found the MBE and WBE components unconstitutional.[5]

How to register, step by step

  1. 01

Register on IDOA Bidder Profile (Indiana Supplier Portal)

Start registration. Cost: No fee listed by the State of Indiana. A bidder profile is required to use the Supplier Portal and respond to bids. Pick UNSPSC codes for what you sell; the primary contact's email becomes the portal login. Check the Registered Bidders List first, since many firms already have a profile.[2]

  2. 02

Have your Indiana Secretary of State registration (INBiz)

Businesses other than sole proprietorships and partnerships must register with the Secretary of State through INBiz.[3]

  3. 03

Have your State Comptroller supplier setup

To get paid, submit a W-9 and an Automated Direct Deposit Authorization Agreement to the Comptroller.[3]

  4. 04

    Choose your commodity codes

Notifications are sent by the codes in your vendor profile. Pick every code that describes your work, and revisit them when you add a service.

  5. 05

    Get certified if you qualify

Indiana Veteran Owned Small Business (IVOSB) Program, through the Indiana Department of Administration. State goal is 3% of contracts with Indiana veteran-owned small businesses; apply through the Supplier Portal with your bidder registration number.[4]

What you will typically need

Exact requirements vary by portal; the registration page linked above is the authority. Most ask for:

  • Your legal business name and address exactly as registered with the state, and your federal tax ID (EIN, or SSN for some sole proprietors).
  • A signed IRS Form W-9, which most buyers collect before they can pay you.
  • Commodity codes (NIGP, UNSPSC or NAICS, depending on the portal) for every product and service you sell.
  • A contact who will receive bid notices, plus any business license or registration the jurisdiction requires.
  • Certificates of insurance and, for construction, bonding capacity: these are usually requested per bid rather than at registration.

When a formal bid is required

Solicitations over $75,000 are posted online and advertised in newspapers; purchases below $75,000 are most often solicited by the individual agency.[1]

Tips

  • For purchases under $75,000, contact the buying agency's procurement staff directly, since those are usually not posted centrally.
  • A bidder profile only lets you bid; you also need a Comptroller supplier record to be paid.
