Start with official and governed public sources.
BidRover uses official APIs, open-data feeds, public procurement pages, and documents supplied by authorized users. A reachable portal is not automatically represented as automated coverage: the source must have bounded retrieval, identity, pagination, and health rules before it can join scheduled scans.

Stable identity
Source IDs and canonical URLs help repeated records deduplicate without losing the public listing.
Original documents
Published attachments remain part of the opportunity dossier and are not reduced to a detached summary.
Time-zone fidelity
Deadlines retain their stated time zone or remain explicitly unresolved when the source is ambiguous.
Source status
Failures, credentials, and upstream degradation stay visible instead of becoming a false zero-result state.
Separate evidence from interpretation.
Structured source fields, listing text, and document passages are stored as attributable evidence. BidRover can organize and compare that material, but an inferred fit signal does not become a source fact. Critical conflicts and missing values are surfaced for human review.
Use fit signals as a review aid, not a substitute for the solicitation.
Recommendations consider business profile alignment, geography, category, requirements, deadline status, document readiness, and evidence quality. Users should confirm requirements and submission instructions in the latest official notice and amendments before acting.
