How to sell to Iowa government

Iowa's Department of Administrative Services posts state bids in IMPACS, its JAGGAER-based eProcurement system, and emails registered vendors by commodity code. Many other agencies, the state universities and Iowa DOT post on their own sites.

Facts checked

Where Iowa posts bids

State agencies post on IMPACS Hosted Solicitations (DASIowa Public Bid Opportunities).[1] IMPACS carries DAS bids, but other agencies post at bidopportunities.iowa.gov, Iowa DOT highway lettings run on bidx.com, and the three state universities have their own bid sites.

How to register, step by step

  1. 01

Register on IMPACS Vendor Portal (Iowa Management of Procurement & Contracts System)

Start registration. Cost: Free. Create a JAGGAER account, then finish vendor registration in the portal and choose IMPACS commodity codes to get bid emails. Awarded vendors submit a W-9 to the Central Procurement Bureau.[2]

  2. 02

Have your Contractor registration number (construction only)

Construction firms need a contractor registration number from the Workforce Center Administration Bureau before signing a contract.[2]

  3. 03

    Choose your commodity codes

Notifications are sent by the codes in your vendor profile. Pick every code that describes your work, and revisit them when you add a service.

  4. 04

    Get certified if you qualify

Targeted Small Business (TSB) Program, through the Iowa Economic Development Authority. For Iowa for-profit firms under $4 million average gross income, majority-owned by women, minorities, service-disabled veterans or people with disabilities.[3]

    Watch the other buyers

Cities, counties and authorities in Iowa post on their own sites, so check the ones you want to sell to.

What you will typically need

Exact requirements vary by portal; the registration page linked above is the authority. Most ask for:

  • Your legal business name and address exactly as registered with the state, and your federal tax ID (EIN, or SSN for some sole proprietors).
  • A signed IRS Form W-9, which most buyers collect before they can pay you.
  • Commodity codes (NIGP, UNSPSC or NAICS, depending on the portal) for every product and service you sell.
  • A contact who will receive bid notices, plus any business license or registration the jurisdiction requires.
  • Certificates of insurance and, for construction, bonding capacity: these are usually requested per bid rather than at registration.
