How to sell to Michigan government
Michigan posts all state bid opportunities in SIGMA Vendor Self Service (SIGMA VSS), which Michigan schools and other local governments also use. Registration is free, and the commodity codes in your profile are the only way to get state bid notices.

Where Michigan posts bids
State agencies post on SIGMA Vendor Self Service (SIGMA VSS).[1] Bids under $50,000 usually do not appear in SIGMA VSS, so contact agency buyers listed at Michigan.gov/MiProcurement for smaller work.

How to register, step by step
- 01
Register on SIGMA VSS vendor account
Start registration. Cost: Free. You must register and get a SIGMA VSS account to bid on open solicitations. Enter all commodity codes, business types and an email address that apply to you; codes drive bid notices.[2]
- 02
Choose your commodity codes
Notifications are sent by the codes in your vendor profile. Pick every code that describes your work, and revisit them when you add a service.
- 03
Get certified if you qualify
Geographically Disadvantaged Business Enterprise (GDBE), through the Michigan DTMB Procurement. Not a separate application: Michigan-based firms in a Qualified Opportunity Zone (or with most staff working or living in one) or SBA HUBZone-certified add the GDBE business type to their SIGMA VSS profile.[3]

Cities and counties in Michigan run their own vendor systems. See the guides for City of Detroit below.
What you will typically need
Exact requirements vary by portal; the registration page linked above is the authority. Most ask for:
- Your legal business name and address exactly as registered with the state, and your federal tax ID (EIN, or SSN for some sole proprietors).
- A signed IRS Form W-9, which most buyers collect before they can pay you.
- Commodity codes (NIGP, UNSPSC or NAICS, depending on the portal) for every product and service you sell.
- A contact who will receive bid notices, plus any business license or registration the jurisdiction requires.
- Certificates of insurance and, for construction, bonding capacity: these are usually requested per bid rather than at registration.

When a formal bid is required
SIGMA VSS lists state opportunities over $50,000; buys under $50,000 are not typically posted, so market directly to state departments.[2]
Tips
- Michigan schools and local governments also post in SIGMA VSS, so the right commodity codes can bring you local bid notices too.
- You can pitch new or cost-saving products through the state's Vendor Innovation Portal at Michigan.gov/VendorInnovation.
