How to sell to Montana government

Montana's state agencies and universities post their Invitations for Bid and RFPs in eMACS, run by the State Procurement Services Division. A free Profile 1 registration gets you bid notices, and a Profile 2 with payment, tax and insurance details is required once you win a contract.

Facts checked

Where Montana posts bids

State agencies post on eMACS (electronic Montana Acquisition and Contracting System).[1] State building construction Invitations to Bid are posted on the Architecture & Engineering Division web page; A&E RFPs and RFQs are in eMACS under the Architecture & Engineering Division work group.

Changed recently: Old State Procurement Bureau pages (spb.mt.gov) now redirect to the State Procurement Services Division (SPSD) on doa.mt.gov.[2]

How to register, step by step

  1. 01

Register on eMACS vendor registration (Profile 1 / Profile 2)

Start registration. Cost: Free. Enter your business information and pick commodity codes for bid notices. Profile 1 is basic; Profile 2 adds company, payment, tax and insurance details and is needed for awarded contractors.[2]

  2. 02

    Choose your commodity codes

Notifications are sent by the codes in your vendor profile. Pick every code that describes your work, and revisit them when you add a service.

What you will typically need

Exact requirements vary by portal; the registration page linked above is the authority. Most ask for:

  • Your legal business name and address exactly as registered with the state, and your federal tax ID (EIN, or SSN for some sole proprietors).
  • A signed IRS Form W-9, which most buyers collect before they can pay you.
  • Commodity codes (NIGP, UNSPSC or NAICS, depending on the portal) for every product and service you sell.
  • A contact who will receive bid notices, plus any business license or registration the jurisdiction requires.
  • Certificates of insurance and, for construction, bonding capacity: these are usually requested per bid rather than at registration.

When a formal bid is required

Purchases under $10,000 are small purchases; purchases from $10,000 up to under $100,000 may use a limited solicitation with at least three quotes if available.[3]

Tips

  • Use the vendor portal at vendorportal.mt.gov and keep one account per company; contact the eMACS help desk before registering if you may already be listed.
