Definition
A framework agreement sets terms, and often prices, with one or more suppliers for a period, and the buyer later awards individual call-off contracts under it. In the EU a framework may not exceed four years except in duly justified cases (Directive 2014/24/EU, Article 33).
Under the UK Procurement Act 2023, frameworks last at most four years, or eight for defence and utilities. A UK open framework is reopened to new suppliers at set points and can run eight years in total.
