Definition
An IDIQ contract covers an indefinite quantity of supplies or services, within stated minimum and maximum limits, over a fixed period (FAR 16.504). The government must order at least the minimum, which has to be more than a nominal amount, and places individual task orders (services) or delivery orders (supplies) as needs arise.
Multiple-award IDIQs give each holder a fair opportunity to compete for orders, so winning the IDIQ is only a license to compete.
