- State IT departments and agencies
- Cities and counties modernizing permits, payments and 311
- School districts
- National governments and international organizations abroad
How it is bought
Software is usually bought through a request for proposals (RFP) scored on technical approach, experience and price together, not lowest price alone. Expect a demo or oral presentation stage for larger awards.
Many agencies skip a full RFP by buying from a cooperative or statewide contract (for example NASPO ValuePoint, Sourcewell or a state IT schedule). Getting onto one of those vehicles, directly or through a reseller, can matter as much as winning individual bids.
What to watch in the solicitation
- 01
Security reviews
Cloud software for state and local agencies is often asked to hold a GovRAMP (formerly StateRAMP) status; federal cloud services need FedRAMP. Read the security attachment early.
- 02
Accessibility
A 2024 U.S. Justice Department rule under ADA Title II made WCAG 2.1 AA the standard for state and local government web content and apps, so accessibility conformance is now a scored or pass/fail item.
- 03
Data terms
Data ownership, hosting location and breach notification clauses are frequently non-negotiable. Exceptions you take to them can be scored against you.
- 04
Pricing structure
Agencies need predictable annual costs. Price forms often separate implementation, licenses and multi-year support.

Questions
How do government agencies buy software?
Through RFPs scored on approach, experience and price, or by ordering from cooperative and statewide contracts that were already competed. Small purchases can go through quotes below the agency's formal bidding threshold.
What is GovRAMP?
GovRAMP, formerly StateRAMP, is a security verification program for cloud products sold to state and local governments, modeled on the federal FedRAMP program.
Where can I find software RFPs from cities and states?
Each state and many cities post on their own e-procurement portal. BidRover reads those portals and international sources and tags software notices so you can search them in one place.
