How to sell to Oklahoma government

Oklahoma's OMES Central Purchasing runs the Oklahoma Supplier Portal, where a business can register as a bidder to get UNSPSC-based notices or as a full supplier with a W-9. A bidder that wins must convert its file to a supplier file before award.

Where Oklahoma posts bids

State agencies post on Oklahoma Supplier Portal, Open Solicitations.[1] Central Purchasing solicitations are on the portal's Open Solicitations page; ODOT road and bridge contracts let by the Transportation Commission are exempt from the Central Purchasing Act.

How to register, step by step

  1. 01

Register on Oklahoma Supplier Portal (bidder or supplier registration)

Start registration. Cost: Free. Bidders pick UNSPSC category codes and can bid on open solicitations. Supplier registration requires an attached W-9 and takes one to three business days to review.[2]

  2. 02

Have your IRS Form W-9 and tax ID

Full supplier registration requires a W-9 to be attached, so have it ready before you start.[3]

  3. 03

    Choose your commodity codes

Notifications are sent by the codes in your vendor profile. Pick every code that describes your work, and revisit them when you add a service.

  4. 04

    Watch the other buyers

Cities and counties in Oklahoma run their own vendor systems. See the guides for City of Oklahoma City below.

What you will typically need

Exact requirements vary by portal; the registration page linked above is the authority. Most ask for:

  • Your legal business name and address exactly as registered with the state, and your federal tax ID (EIN, or SSN for some sole proprietors).
  • A signed IRS Form W-9, which most buyers collect before they can pay you.
  • Commodity codes (NIGP, UNSPSC or NAICS, depending on the portal) for every product and service you sell.
  • A contact who will receive bid notices, plus any business license or registration the jurisdiction requires.
  • Certificates of insurance and, for construction, bonding capacity: these are usually requested per bid rather than at registration.

When a formal bid is required

The Oklahoma Purchasing Manual says agencies may buy up to $25,000 without competitive bid if the price is fair and reasonable; most requisitions over $50,000 route to OMES Central Purchasing.[3]

Tips

  • Register as a bidder first if you only want to bid; you will need full supplier status before a contract award.
  • Logins from the old registration system no longer work, so existing suppliers need a new user ID.
