Definition

A request for information (RFI) is market research: the buyer is not ready to award a contract and wants price, delivery, capability or other information for planning. Under FAR 15.201(e), responses are not offers and cannot be accepted to form a contract.

Answering RFIs is still worth it: it shows the agency what the market can do, can shape the eventual requirement, and can persuade a contracting officer that enough small businesses exist to set the contract aside.
