An e-procurement portal is the website where a government posts its solicitations and, often, takes electronic bids: SAM.gov for U.S. federal contracts, one central portal per U.S. state (Cal eProcure, the Texas ESBD, COMMBUYS), Find a Tender in the UK and TED in the EU.
Registering on the portal, with the right commodity codes, is usually how you get notified of new bids. Local governments often use their own sites or commercial bid networks instead.
