The competitive flexible procedure is one of the two competitive tendering procedures in section 20 of the UK Procurement Act 2023. The buyer designs its own stages, which can include shortlisting, negotiation, dialogue or several rounds of tenders, as long as the design is proportionate.
It replaced the restricted procedure, the competitive procedure with negotiation and competitive dialogue of the old regulations.
