Definition

An addendum, called an amendment in federal contracting, changes a solicitation after it is issued: new dates, revised specifications, answers to questions. Federal amendments must go to everyone who received the solicitation before bid opening (FAR 14.208), and anything said at a pre-bid conference that changes the bid must also be issued as an amendment.

Bidders usually must acknowledge every addendum in their bid. Missing one that matters can make an otherwise good bid nonresponsive.
