Definition

The Disadvantaged Business Enterprise (DBE) program (49 CFR Part 26) sets participation goals for small disadvantaged firms on highway, transit and airport contracts paid with U.S. Department of Transportation funds. Each state's Unified Certification Program certifies DBEs, and one certification is recognized by every recipient in that state.

Since an interim rule on October 3, 2025, made final effective September 25, 2026, owners no longer qualify by a race or sex presumption: each submits a personal narrative of disadvantage and a personal net worth statement, under a $2,047,000 cap, and existing DBEs are being reevaluated.
