How E-Rate bidding works

  1. Form 470 opens bidding

A school, library or consortium certifies an FCC Form 470 in USAC's E-Rate Productivity Center (EPC) to request bids on eligible services. The Form 470 for a funding year is generally available about a year before that year starts. If the applicant issues an RFP, it must be uploaded with the Form 470.

  2. At least 28 days of bidding

The applicant must wait at least 28 days after certifying the Form 470 before choosing a provider, signing a contract or certifying its Form 471. That date is the allowable contract date, shown on each listing here: get your bid in before it.

  3. Form 471 in the filing window

The applicant then files an FCC Form 471 to request discounts during USAC's annual application filing window, which opens about six months before the funding year and stays open for about two and a half months. For funding year 2026 it ran January 21 to April 1, 2026, so March 4, 2026 was the last day to certify a Form 470.

  4. Funding year starts July 1

E-Rate funding years run from July 1 to June 30: funding year 2026 is July 1, 2026 to June 30, 2027. Discounts range from 20% to 90% of the cost of eligible services.

Frequently asked questions

What is an FCC Form 470?

FCC Form 470 is how a school, library or consortium opens competitive bidding for E-Rate. It describes the services requested and is posted on USAC's website for at least 28 days before the applicant may choose a provider, sign a contract or file its FCC Form 471.

How many E-Rate Form 470 bids are open?

BidRover counts 852 open FCC Form 470 notices as of Oct 23, 2026, from USAC's public Form 470 data, refreshed every hour. A notice drops off after its allowable contract date.

What services do E-Rate Form 470 notices ask for?

Category One covers data transmission and internet access, including leased lit fiber, leased dark fiber and self-provisioned networks. Category Two covers the equipment that carries broadband inside schools and libraries, such as routers, switches, wireless access points and cabling, plus managed internal broadband services and basic maintenance.

What do service providers need to bid on E-Rate?

A service provider needs a 498 ID (formerly called a SPIN) from USAC to take part in E-Rate. Read the Form 470 and any RFP for the services, quantities and bidding rules, and respond before the allowable contract date.

How do I get alerts for new E-Rate Form 470 bids?

Save an alert on this page. A free account gets new E-Rate notices by weekly email; the Team plan ($19/mo) sends daily alerts with match scores, the applicant, the Form 470 link and its RFP documents.
