Background The Government of Saint Lucia has received financing from the International Development Association (IDA) (the “Bank”) in the form of a Credit toward the cost of the Caribbean Digital Transformation Project. The Ministry of the Public Service, Transport, Information and Utilities Regulation, as the implementing agency, intends to apply a portion of the proceeds of the Credit to eligible payments under the contract for the Consultancy for the Development of a Government of Saint Lucia Secure Wallet with Digital Payment and Integration Solutions. 2.
